I dropped my tablet on a hard carpet and when I tried to play with it later, the home screen had color lines all over it. Do I need to buy a new tablet or just get a new screen.

I would suggest that you contact the original manufacturer of whichever device you have. What is required is going to change from one vendor to the next and the model in question.
They may service it, or have parts for self service. Also you may have warranty coverage depending on the terms you have. Some vendors offer additional Accidental Damage coverage, if you got it, but again it will depend on the vendor or manufacturer.
Overall, you need to make the best choice or compromise based on what you can do.
